| Description: | The Priority Solidarity Fund (PSF) is the project aid instrument of the Ministry of Foreign Affairs. Derived from the reform of the French co-operation scheme, it supersedes the Aid and Co-operation Fund. Its purpose is to finance, solely by donation, the support given by the Ministry of Foreign Affairs to countries in the Priority Solidarity Zone (PSZ) for institutional, social, cultural and research development. The novel PSF implements the principles of French development aid policy : * Adaptation to a multiform developing world that requires an effort of specialisation to tailor interventions according to the characteristics of the countries concerned. * Strengthening the efficacy of aid by adopting a project-based approach. To qualify for aid, a project or programme must be pluri-annual, and have precise measurable objectives and a set calendar. It must plan monitoring indicators to allow retrospective evaluation on completion. * Forging of true contractual partnerships to frame the projects. * Support for associations in the countries of the South to provide the means of exercising citizenship under democratic institutions. * Commitment to openness. |
